CAPITAL REGION WATER

SEWER & WATER MAINTENANCE CONTRACT (EXCAVATION NO. 1)

HARRISBURG, PA

CAPITAL REGION WATER will receive sealed proposals online via PennBid for the Sewer & Water Maintenance Contract (Excavation No. 1), in accordance with the Contract Documents. Sealed Bids may be submitted and updated online via the PennBid Program until 10:00 A.M. EST on Tuesday, November 23, 2021. Bids received will be opened online through the PennBid Program.

The Contract includes maintenance work for Capital Region Water-owned utilities, including but not limited to Capital Region Water’s existing sanitary, combined and storm sewer collection and conveyance systems and water distribution system to include repair of existing facilities, upon issuance of a Work Order by Capital Region Water. The Work of this Contract is intended to include “dig-up” and “open cut” or “excavation” type maintenance work. A separate Contract will be awarded for “trenchless” type maintenance work.

The Contract will be for a three-year period as described in the Contract Documents.

To access this solicitation, go to http://www.PennBid.net and click on the PennBid link on the right-hand side of the website under “Click for Active Bid Management Sites.”Then click the Solicitations tab and either Keyword search for the Project or scroll down under the”number” column to “Capital Region Water” and under the “title” column to “Sewer & Water Maintenance Contract (Excavation No. 1” and click on the View link. For assistance, a PennBid Representative can be reached at 610-732-4224. Bidders can utilize the PennBid Program without any initial or recurring costs. Prospective Bidders may also examine the solicitation at the offices of Herbert, Rowland & Grubic, Inc. 369 East Park Drive, Harrisburg, PA on Mondays through Fridays between the hours of 8:00 A.M. until 4:00 P.M. up to the date of the bid submission deadline. A fee of 1/3 of 1% of the bid total, capped at $5,000, is assessed only to the bidders who are awarded the project.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBid Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.

Notice is given that the Contract for which construction Bids are being solicited involves maintenance work and Prevailing Wage rate work.

A non-mandatory pre-bid meeting will be held on Wednesday, November 10, 2021 at 10:00AM. The pre-bid meeting will be conducted via audio-video conference. Anyone interested in participating in the pre-bid meeting should contact Mr. Caleb Krauter at ckrauter@hrg-inc.com to receive meeting participation instructions. Representatives of Capital Region Water and their Engineer will participate in the meeting to discuss the Project.
