INVITATION TO BID LEGAL NOTICE Sealed proposals for the Jermyn Borough Bacon Street Sanitary Rehabilitation Project, Lackawanna County, Pennsylvania, will be received by the Jermyn Borough Council until 4:00 p.m. on Thursday, March 18, 2021 at the Borough Business Office in the Jermyn Borough Building, 440 Jefferson Avenue, Jermyn, PA 18433. All properly submitted proposals will be publicly opened and read at the scheduled Jermyn Council Meeting at 7:00 p.m. on the same date. Scope of Work: The work on this project will include but is not limited to the removal and replacement of approximately 402 lf of existing sewer main, along with associated lateral connection, one new manhole and approximately 460 sy trench restoration. Project drawings and specifications may be obtained for a non-refundable fee of $25.00 per set. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid. The surety shall name as payee or obligee the Jermyn Borough. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. Notice is hereby given that the project for which construction proposals are being solicited hereby is a project constituting public works and is subject to applicable provisions of the Pennsylvania Human Relations Act of October 27, 1955, P.L. 744, and the Pennsylvania Prevailing Wage Act 442 of August 15, 1961, as amended on August 9, 1963. All proposals shall be irrevocable for sixty (60) days after bid opening date, unless delayed due to required approvals of another governmental agency, and shall be accompanied by 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto. A Pre-bid Conference will be held at the Jermyn Borough Municipal Offices, 440 Jefferson Avenue, Jessup, PA 18433 on Tuesday, March 9, 2021 at 2:00 p.m. for the purpose of reviewing the project.
