INVITATION TO BID Sealed bids will be received by NeighborWorks Northeastern Pennsylvania, 815 Smith St., Scranton, PA 18504, until 3:00 P.M. on March 1, 2023 at which time they will be opened publicly, for their PRICE STREET PARKING LOT IMPROVEMENTS PROJECT being done in conjunction with the City of Scranton. A mandatory pre-bid conference will be held at the site on February 23, 2023 at 11:00 AM. All bidders are required to have a representative present at this conference. Work is to be performed in accordance with the contract documents. Electronic bid documents can be obtained by requesting same via email to nohara@doenterprises.net. Each bidder shall enclose a bid security in the form of a certified check, bank draft, negotiable U.S. Bond or Bid Bond in the amount of ten percent (10%) of the bid. Within 10 days of notification of contract award, the successful bidder shall be required to furnish a Performance Bond and Labor and Materials Bond in the amount of one hundred percent (100%) of the total contract price and certificates of insurance, as specified. The contract will be awarded to the lowest, most responsible bidder; however, the Owner reserves the right to reject any or all bids or any part of any bid in connection with said project. Bidding shall be compliant with Section 603 of the Administrative Code of the City of Scranton. The contract, when awarded, shall be subject to the Davis Bacon Prevailing Wage Act. The successful bidder shall be an Equal Opportunity Employer. Envelopes containing bids shall be plainly marked specifying bidders name and delivered or mailed to the Owner’s office address identified above. Electronic delivery of bids will also be accepted as specified. The Owner encourages minority and women owned businesses to participate in the bidding. The Office of Economic and Community Development under the US Dept. of Housing and Urban Development are providing funding for this project.
