INVITATION TO BIDDERS SCRANTON CULTURAL CENTER Sealed proposals will be received by Scranton Cultural Center, 420 North Washington Avenue, Scranton, PA 18503, until 2:00 PM local time, Friday, June 4, 2021 at which time they will be read aloud at the Cultural Center for the following project: SCRANTON CULTURAL CENTER DOOR RESTORATION (GENERAL CONSTRUCTION) Funding for this work is from a local share account fund (Gaming Funds) administered through the Pennsylvania Department of Community and Economic Development. All work of the successful bidder shall be in compliance with the requirements of the Commonwealth Financing Authority, Local Share Account Grant Contract and Pennsylvania DCED terms and conditions. Compliance is required with Pennsylvania’s Prevailing Wage Act. Wage determination is included in the bid package. Copies of the bidding and contract documents including drawing and specifications may be obtained from the Architect, Highland Associates, 102 Highland Avenue, Clarks Summit, PA 18411, upon receipt of a non-refundable check payable to Highland Associates in the amount of $50.00 per copy. Copies of bid documents may be secured by calling (570) 586-4334 or emailing requests to Kim Phillips at kphillips@ha-pa.com. Full sets will be distributed electronically, or can be picked up or sent us mail first class postage. Bidders requesting bid documents to be shipped by express delivery service will also be required to reimburse for any additional delivery costs. Only bidders who purchase bid sets will be considered bidders of record for addenda and clarifications. All bidders are encouraged to visit the project site and review existing conditions and scope that will affect performance of the work. A pre-proposal conference/walk through for all bidders will be held on Friday, May 14, 2021 at 2:00 P.M. local time at the Scranton Cultural Center or other times that might be later designated. A walk through of the affected area will be permitted in strict compliance with PA Secretary of Health’s COVID 19 Guidelines including wearing of masks as mandatory for admittance. Claims for differing site conditions or ambiguous scope made by bidders that failed to visit the site shall be rejected. Each bidder shall enclose bid security with their bids in the form of an acceptable bid bond, cashier’s check, trust company treasurer’s check, or a certified check in an amount equal to 10% of the total bid. Performance and payment bonds for 100% of the contract sum will be required of the successful bidder. The contract shall be awarded to the lowest, most responsible bidder; however, the Scranton Cultural Center reserves the right to waive irregularities or reject any or all bids or any part of any bid. Proposals are to be received at the Office of the Facility Director, John Cardoni, by the time first stated above. Proposers are responsible for submitting their bids to the appropriate location at or prior to the time indicated. Hand delivered bids shall not be accepted. Delay in us mail or express delivery services is not an exception to on time receipt of bids.
