NOTICE TO BIDDERS
SEALED BIDS will be received by the Town of North Hempstead Solid Waste Management Authority (the “Authority”) at the offices of Town of North Hempstead Purchasing Division, 220 Plandome Road, Lower Level, Manhasset, New York on the 15th Day of November, 2021 at 10:30am, at which time they will be publicly opened and read and the Contract awarded as soon thereafter as practicable for:
The Dismantling of the Obsolete Portions of the Leachate Management System
BID NO. SWMA-0020-2021
Bids may be mailed or delivered to the above address, provided the Bid is actually received by the Purchasing Division prior to the time of public opening; or Bids may be delivered to the place of public opening (i.e., the address shown above) immediately prior to the time of public opening.
All Bids must be sealed and submitted in the pre-marked envelope provided with the Bid Documents, or must be sealed and submitted in a package (envelope) MARKED IN THE SAME WAY as the premarked envelope provided with the Bid Documents.
All BIDDERS MUST complete the required Contractor’s Qualifications Statement and must provide a copy of the required Statement of Financial Conditions, even if a Bidder is currently executing work for the Authority.
The Bids shall be in accordance with the requirements of the Specifications, Contract Plans and terms of the proposed Contract.
No bids shall be received unless made in writing on forms furnished, and unless accompanied by a Certified Check or Bid Bond made payable to the Town of North Hempstead Solid Waste Management Authority for an amount not less than five (5%) percent of the Bid price.
BIDDERS ARE HEREBY ADVISED THAT ALL BONDS AND INSURANCE DOCUMENTS SUBMITTED WILL BE VERIFIED FOR AUTHENTICITY BY DIRECT COMMUNICATION WITH THE SURETY/INSURANCE COMPANY.
ALL BONDING AND INSURANCE COMPANIES MUST BE LICENSED TO DO BUSINESS IN
THE STATE OF NEW YORK.
The Authority reserves the right to reject any and all Bids, and to waive any informalities therein.
As described in the Bid Documents, all bidders are required to submit proof of participation in apprentice training programs which have been registered and approved by the New York State Department of Labor for the trades participating in the work to be performed.
All bidders shall attend a mandatory pre-bid meeting on October 25, 2021 at 10:00am. Bidders should meet at the Authority’s offices at 802 West Shore Road, Port Washington, New York. Questions regarding the bid must be submitted by bidders no later than 5pm on November 1, 2021. All questions must be submitted in writing to contracts@northhempsteadny.gov.
The Authority will not accept Bids from, nor award a Contract to, anyone who cannot prove to the satisfaction of the Board of the Authority that he has sufficient experience in this type of construction and financially able and organized to successfully carry out the work covered by the Plans and Specifications in the required completion time. Special qualification requirements are contained in the Contract Documents.
Contract Plans, Specifications, and other Contract Documents may be examined at the office of the Authority, 802 West Shore Road, Port Washington, New York 11050 on and after October 18, 2021 or may be viewed on the website of the Town of North Hempstead at https://www.northhempsteadny.gov/bids.
