EMERGENCY SOLUTIONS GRANTS PROGRAM
NOTICE OF FUNDING AVAILABILITY (NOFA)
The Nassau County Office of Community Development (NC OCD) is issuing a Notice of Funding Availability and inviting applications from qualified applicants to undertake housing activities under Nassau County 2023 Emergency Solutions Grants (ESG) Program. The Nassau County OCD is the overall administrative agent for the Federal ESG program which is funded through the U.S. Department of Housing and Urban Development (HUD).
Nassau County anticipates the receipt of approximately $1,200,000.00 in ESG funds in federal fiscal year 2023. The County’s 2023 program year begins September 1, 2023.
The Emergency Solutions Grants Program is designed to restrict the increase of homelessness through the funding of prevention programs as well as to fund existing shelter services. Eligible activities include:
Street Outreach
Emergency Shelter
Homeless Prevention
Rapid Re-Housing
HMIS/Data collection and evaluation
Administrative costs
Eligible applicants include units of local government and private non-profit organizations. Emergency Solutions Grants funds must be matched with an equal amount of funds from other sources. In calculating the match, applicants may include the value of donated buildings, the value of any lease on a building; any salary paid to staff in carrying out programs; and the time and services contributed by volunteers to carry out the programs. All applications will be screened by NC OCD staff for completeness and compliance with applicable regulations. Additionally, the County will utilize the following criteria in selecting projects for funding:
Experience of the applicant in developing and/or operating homeless housing
Experience of the applicant in working with the federal Emergency Solutions Grants Program, including, but not limited to compliance with reporting and expenditure requirements
Administrative capabilities and financial capacity in undertaking proposed projects
Proposals that invest in the prevention of homelessness including preventing housed families and individuals from becoming homeless; preventing individuals from becoming homeless upon discharge from institutions; and preventing veterans from becoming homeless upon discharge
Proposals that meet the needs of homeless subpopulations as defined by HUD including the chronically homeless, veterans, persons with chronic disabilities (physically disabled, severely mentally ill, chronic substance abusers, and HIV/AIDS), victims of domestic violence, youth, and elderly
Projects that leverage other resources
The availability of matching resources; and
Degree of assistance provided to the homeless including implementing a “Housing First Approach” to help people exit homelessness.

AVISO DE DISPONIBILIDAD DE FONDOS (NOFA)
La Oficina de Desarrollo Comunitario del Condado de Nassau (NC OCD, por sus siglas en ingles) esta emitiendo un Aviso de Disponibilidad de Fondos e invitando solicitudes de solicitantes calificados para realizar actividades de vivienda bajo el Programa de Subsidios para Soluciones de Emergencia (ESG) 2023 del Condado de Nassau. El OCD del condado de Nassau es el agente administrativo general del programa federal ESG que esta financiado a traves del Departamento de Vivienda y Desarrollo Urbano (HUD) de EE. UU.
El condado de Nassau anticipa recibir aproximadamente $1,200,000.00 en fondos ESG en el ano fiscal federal 2023. El ano del programa 2023 del condado comienza el 1 de septiembre de 2023.
El Programa de Subsidios para Soluciones de Emergencia esta disenado para restringir el aumento de personas sin hogar a traves de la financiacion de programas de prevencion, asi como para financiar los servicios de refugio existentes. Las actividades elegibles incluyen:
Alcance en la calle
Refugio de emergencia
Prevencion de personas sin hogar
Realojamiento rapido
HMIS/Recopilacion y evaluacion de datos
Costes administrativos
Los solicitantes elegibles incluyen unidades del gobierno local y organizaciones privadas sin fines de lucro. Los fondos de las Subvenciones para Soluciones de Emergencia deben combinarse con una cantidad igual de fondos de otras fuentes. Al calcular la contrapartida, los solicitantes pueden incluir el valor de los edificios donados, el valor de cualquier arrendamiento de un edificio; cualquier salario pagado al personal en la realizacion de programas; y el tiempo y servicios aportados por los voluntarios para llevar a cabo los programas. El personal de NC OCD examinara todas las solicitudes para verificar que esten completas y cumplan con las reglamentaciones aplicables. Ademas, el Condado utilizara los siguientes criterios al seleccionar proyectos para financiamiento:
Experiencia del solicitante en el desarrollo y/u operacion de viviendas para personas sin hogar
Experiencia del solicitante en el trabajo con el Programa Federal de Subsidios para Soluciones de Emergencia, incluido, entre otros, el cumplimiento de los requisitos de informes y gastos
Capacidades administrativas y capacidad financiera para emprender los proyectos propuestos
Propuestas que inviertan en la prevencion de la falta de vivienda, incluida la prevencion de que las familias e individuos alojados se queden sin hogar; evitar que las personas se queden sin hogar al ser dadas de alta de las instituciones; y prevenir que los veteranos se queden sin hogar al ser dados de alta
Propuestas que satisfagan las necesidades de las subpoblaciones sin hogar segun lo definido por HUD, incluidas las personas sin hogar cronicas, veteranos, personas con discapacidades cronicas (fisicamente discapacitadas, con enfermedades mentales graves, drogadictos cronicos y VIH/SIDA), victimas de violencia domestica, jovenes y anciano
Proyectos que aprovechan otros recursos:
La disponibilidad de recursos equivalentes; y
Grado de asistencia brindada a las personas sin hogar, incluida la implementacion de un “enfoque de vivienda primero” para ayudar a las personas a salir de la falta de vivienda.
