LEGAL NOTICE ADVERTISEMENT FOR BIDS FOR NORTHERN TIER SOLID WASTE AUTHORITY LANDFILL #2 FIELD 1R STAGE B LINER SYSTEM CONSTRUCTION INVITATION TO BID JUNE 2021 NOTICE IS HEREBY GIVEN that Northern Tier Solid Waste Authority (hereinafter referred to as “Owner”) is accepting sealed bids for the installation of the landfill liner system to be installed at the OWNER’s Landfill #2 locatedin West Burlington Township, Bradford County, Pennsylvania 16947. Downloadable bid documents may be obtained by contacting Patrick Wozinski of BAI Group at A $50 charge will apply for Bidders requesting a hard copy of bid documents. Bidders must review all specifications in detail. All bids will be on forms provided by Owner. All envelopes containing bids shall be clearly marked: “Bid for FIELD 1R STAGE B LINER SYSTEM CONSTRUCTION.” Bidders must review and comply with the Bid Documents and Specifications. A brief description of the project is as follows: – Installation of subbase Geosynthetic Clay Liner (GCL) – Installation of secondary 60 mil Geomembrane – Installation of leachate detection zone Geocomposite – Installation of primary GCL – Installation of primary 60 mil Geomembrane – Installation of cushion geotextile – Installation of temporary berm Bidders’ base bid will include installation for the construction of Field 1R Stage B. Bidders are also asked to provide a bid alternate cost using winter rates for the construction of Field 1R Stage B. The proposal must be accompanied by a Bid Deposit in the form of a certified check or acceptable Bid Bond made payable to Northern Tier Solid Waste Authority, in an amount of ten (10%) percent of the Bid. The Bid Deposit of the successful bidder shall be retained by the Owner as liquidated damages if the bidder shall neglect or refuse to enter into a contract with the Owner in accordance with the proposal and contract documents. The Owner has the right to accept and/or reject any or all bids submitted in accordance herewith within sixty (60) days of the bid opening. Construction is anticipated to begin October 11, 2021. Upon Notice to Proceed, liner system installation shall be completed within 33 calendar days. Due to the current COVID-19 pandemic, OWNER is foregoing a pre-bid meeting at this time. Bidders are encouraged to direct questions regarding to the bid via email to Patrick Wozinski at BAI Group (pwozinski@baigroupllc. com). Bidders may also visit the facility provided they contact the OWNER to schedule a suitable time. If a site visit is scheduled, Bidder must don all appropriate PPE as mandated by the local, state, and federal government in response to the COVID-19 virus. Each bid must be accompanied by a bid bond, a payment bond and a performance bond as provided in Pennsylvania law. The Owner reserves the right to waive any formalities as permitted by law. Bids submitted after bid opening will not be accepted. The Owner reserves the right to reject any and all bids for any purpose. Sealed Bids will be received in the Owner’s West Burlington Township Offices located at 108 Steam Hollow Road, Troy, Pennsylvania 16947 until June 17, 2021 at 10:00 a.m. Bids will be opened at that time.
