Legal Notice Invitation For Bids LELWD IFB #2023 242 King St Barn DemoThe Littleton Electric Light & Water Department (or ‘LELWD’) invites sealed bids from qualified bidders for the demolition and removal of the barn structure, located at 242 King Street, Littleton, Massachusetts. Bids must be sealed and marked on the outside ‘IFB #2023-242 King St Barn Demo’ and be received at the office of Littleton Electric Light & Water Department, Attn: Nick Lawler, 39 Ayer Road, Littleton, MA 01460, no later than 2:00 p.m. on March 2, 2023, at which time and place they will be publicly opened and read. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.The ‘Work’ consists of demolition and removal, along with reclaiming of materials if applicable, of the barn structure located at 242 King Street, Littleton, MA 01460. Project completion shall be described in Section D, Scope of Work Statement.The Work must begin within (30) thirty calendar days after award of project. The Work will be substantially completed within 30 days from the date of the Notice to Proceed.Prospective bidders must complete a one-time registration process on lelwd.com in order to receive scope of work and bid documents. In addition, questions or clarifications regarding this IFB should be submitted in writing to the attention of David Ketchen, dketchen@lelwd.com with the IFB # in the subject line.A bid deposit in an amount equal to 5% of the total amount of the bid will be due with the bid, in the form of a certified check, bid bond or cashier’s check. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays, and legal holidays excluded, after the opening of the bids.A payment bond in an amount equal to 50% of the total amount of the bid, with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the successful bidder.All bids for this project are subject to applicable bidding laws of Massachusetts, including M.G.L. c. 149, §§ 44A-H and M.G.L c. 30, § 39M.Attention is directed to the minimum wage rates to be paid as determined by the Department of Labor Standards under the provisions of M.G.L. c. 149, §§ 26-27D.Information regarding the date and time of site visits will be coordinated through the Water Department.LELWD reserves the right to reject any and all bids, to waive informalities and minor irregularities in bids received, if it is deemed to be in the best interest of LELWD to do so.Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project.This project is funded by a loan from the Massachusetts Clean Water Trust (Trust)/State Revolving Fund loan program. The project requires compliance with the Massachusetts Department of Environmental Protection Diesel Retrofit Program by use of after-engine emission controls that are EPA certified, or their equivalent, on all of the off-road (non-registered) diesel vehicles/equipment used at the job site.
