LEGAL NOTICE Luzerne/Schuylkill Workforce Development Board Request for Proposal For Luzerne and Schuylkill Counties The Luzerne/Schuylkill Workforce Investment Board, Inc., also known as Luzerne/ Schuylkill Workforce Development Board (L/S WDB), a 501 ( c ) 3 private non-profit organization, is seeking qualified providers to operate the programs under the auspices of the L/S WDB. The programs are Workforce Innovation & Opportunity Act (WIOA) Title I Youth Out-of-School (OSY) ages 16-24 and Temporary Assistance for Needy Families (TANF) Youth for In-School Youth (ISY) aged 12 (or have completed 5th grade)-24. The purpose of the Request For Proposal (RFP) is to identify organizations with an innovative workforce development service vision and a high commitment to customer service that are interested in the planning, managing, operating, and implementing the delivery of WIOA Title I Youth services and TANF Youth services for disadvantaged youth*. Program eligibility must be determined prior to program commencement. This solicitation is for WIOA and TANF programs for youth residents of Luzerne and Schuylkill Counties beginning July 1, 2023. Agreements resulting from this RFP may include four 12-month contract periods based on successful performance and funds available.
