NOTICE – -CUMBERLAND COUNTY BOARD OF COMMISSIONERS – -C-16 HERTZLER BRIDGE REHABILITATION PROJECT – -ADVERTISEMENT FOR BIDS – -Sealed Bids for the construction of the C-16 Hertzler Bridge Rehabilitation – – Project will be received by the County Controller for Cumberland County in the Controller”s Office (Room 207), Cumberland County Courthouse, 1 Courthouse Square, Carlisle, PA 17013, until 12:30 p.m. Prevailing Time, October 20, 2021. Bids will be publicly opened and read aloud at 1:00 p.m. the same day in Room C-2, located on the 2nd Floor, Cumberland County Courthouse, 1 Courthouse Square, Carlisle, PA 17013. – -Each Bid must be enclosed in a sealed envelope and clearly marked “Bid for – – C-16 Hertzler Bridge Rehabilitation Project”. – -The Work consists of steel truss repairs and stringer replacements, bearing – – replacements, stone masonry repair and repointing, structure mounted guide rail installation, painting of structure, and associated improvements at the roadway approaches, as indicated in the Contract Drawings. – -Bids will be received for a single prime Contract. Bids shall be on a lump sum – -and unit price basis. – -The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, – -Inc., 369 East Park Drive, Harrisburg, PA. – -Bidding Documents may be obtained from the Issuing Office on Monday through – -Thursday between the hours of 8:00 am until 4:30 pm and on Friday between the hours of 8:00 am until 12:00 pm. Due to COVID-19 the issuing office is closed to the public; the Bidding Documents we be available electronically by emailing HRG at hbgadmin@hrg-inc.com. In the email the subject should read “Request for Documents – C-16 Hertzler Bridge Rehabilitation Project”. – -Bid security in the form a Certified Check or Bid Bond shall be furnished with the – – bid in an amount not less than 10%. The successful bidder shall be required to post separate performance and payment bonds each in the amount of 100% of the total bid amount of the successful bidder. – -All questions about the meaning or intent of the Bidding Documents are to be – -sent in writing to Herbert, Rowland & Grubic, Inc. in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. – -All bids shall be irrevocable for 60 days after the bid opening date unless award – – is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). – -Contractors bidding on this project must be pre-qualified by the Pennsylvania – -State Department of Transportation as prime contractors in Work Class S2. – -Bidders must comply with all State antibid-rigging regulations pertaining to Work – – associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. – -The estimated cost for the Contract is greater than Twenty-five Thousand – – Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. – -Bidders should refer to provisions of federal and state statutes, rules and – – regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. – -This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of – – 2012, known as the Public Works Employment Verification Act (‘the Act”) which requires all public work contractors and subcontractors to utilize the Federal Government”s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. – -All bidders are hereby notified that in regard to any Contract pursuant to this – -advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color. – -The Cumberland County Board of Commissioners reserves the right to waive – – any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the County, and to reject any or all proposals. – -CUMBERLAND COUNTY BOARD OF COMMISSIONERS – -Garry Eichelberger, Chairman – -Jean Foschi, Vice-Chairman – -Vincent T.
