Sealed bids for the 109th Avenue at Grand Boulevard Improvements will be received at the office of the Town, Town of Winfield, 10645 Randolph Street, Winfield, Indiana, 46307, until 4:00 PM, local prevailing time, on February 23, 2021. The bids will be opened and read aloud at the Town Council meeting beginning at 6:30 PM that same day.

The project consists of roadway reconstruction for sight distance corrections, the addition of turn lanes, the addition of a passing blister and the addition or replacement of storm water infrastructure in the right-of-way of the roadways. Additionally, the installation of an upsized 6’x9’ box structure drainage culvert under 109th Avenue in the intersection is also included. Installation of the drainage culvert will also require reconstruction of Deer Creek at north end of culvert. Project limits are approximately 500 feet north of 109th Avenue on Grand Boulevard, 1,000 west and 500 feet east of Grand Boulevard on 109th Avenue. The work is located within the Town of Winfield in Lake County, Indiana.

The Project Documents may be OBTAINED ONLY on or after January 20th, 2021 via email from the consultant, DLZ Indiana, LLC, 900 Ridge Road, Munster, IN 46321. Contact Michael P. Duffy Jr., PE, PS of the consultant DLZ at and (219) 836-5884. A non-mandatory Pre-Bid meeting will be held at the office of the Town on February 8th at 10 am local time.

Proposals shall be properly and completely executed on the Bid Form provided in the Project Documents and must be accompanied by an executed Indiana State Board of Accounts Form 96, confirmation that copies of Addenda were received (if issued), and satisfactory bid security.

A certified or cashiers check payable to the Town of Winfield or a bid bond in an amount equal to five (5) percent of the bid amount must accompany each bid. All checks from unsuccessful bidders will be returned to them by the Town upon selection of the successful bidder. The successful Bidder will be required to provide both a Performance and Payment Bond each portion in the amount of one hundred (100) percent of the Contract amount.

Bidders must be experienced in the construction of the type of facilities to be built under the Contract(s) for which a bid is submitted. Asphalt materials shall be supplied by an INDOT certified plant.

Pursuant to Indiana Code 22-5-1.7-11, the Contractor entering into a contract with the Town of Winfield is required to enroll in and verify the work eligibility status of all of its newly hired employees through the E-Verify program.

Pursuant to Indiana Code 5-22-16.5 the Town of Winfield may not contract with a person who is engaged in investment activities in Iran.

In determining the lowest responsible bidder, the Owner will consider the Total Base Bid and/or any combinations of the total base bid and/or alternate bids made for the Contract. The Owner may also consider all other relevant facts mentioned in the Project Documents or which the Owner may legally consider.

The Town reserves the right to reject any and all bids or to waive any informalities in the bidding, should the Town deem it to be in the public interest to do so.
