BID OPENING:

Sealed Bids will thereafter be publicly opened and read aloud at the Board of Commissioners Meeting, 10:00 am, 3rd Floor, Building ‘A’.

All work for this Project will be under a single prime contract with the Owner based on bids received as defined in the Project Manual and Contract Documents.

Scope of Work includes modifications of approximately 1,907 square feet of former office space and file storage area into three (3) offices, training classroom and secured storage room. Work involves construction of acoustic and standard gypsum partition walls, doors, frames and door hardware, flooring, suspended ceilings, painting, electrical power, lighting, data, fire alarm modifications, fire suppression modifications, HVAC VAV equipment, ductwork and diffusers and other Work indicated in the Contract Documents.

All bids must be submitted on prescribed State Board of Accounts Form No. 96 together with all the proper forms included in specification Section 00 41 13, the entire set of which shall be filed intact as a bid. Bidders must submit their Employer Identification Number on the Bid Form. In the absence of an E.I.N. they must submit their Social Security Number.

The successful bidder will be required to comply with applicable terms of the County’s Project Labor Agreement (PLA) and the Responsible Bidding Practices and Submission Requirements for Submitting Bids to Perform Construction Works Projects; refer to Section 00 22 13 of the Project Manual.

BID SECURITY: Each bidder shall accompany their sealed proposal with the proper bid security made payable to the Board of Commissioners of Lake County, Indiana, as follows: Any person, firm, or corporation who submits a proposal and has a principal place of business in the State of Indiana MUST submit a BOND in the amount equal to ten percent (10%) of their total bid amount (inclusive of all additive alternates). Any person, firm, or corporation who submits a Bid and DOES NOT have a principal place of business in the State of Indiana MUST file with their bid a CERTIFIED CHECK, BANK DRAFT, CASHIER’S CHECK, or MONEY ORDER issued by a financial institution insured by an agency of the United States, made payable to the Treasurer of Lake County, Indiana.

The successful bidder will be required to furnish Contract Performance and Payment Bonds for 100% of their contract amount within ten (10) days after award of the contract. Bonds shall be maintained in accordance with IC 36-1-12-13.1 and 36-1-12-14. Bonds shall be in full force and effect for a period of at least 12 months after the date of final completion of the Contract. Should the contractor’s bonding company give notice of cancellation; the contractor will be responsible for securing new bonds prior to termination.

Bids may be held by the Board of Commissioners for a period not to exceed sixty (60) days from the date of bid opening; no Contractor may withdraw their proposal within that time.

The Board of Commissioners reserves the right to reject any or all proposals, to waive technicalities or irregularities therein, to delete any bid item or items and to award a contract on the proposal that in their judgment is most advantageous to Lake County.

A non-mandatory Pre-Bid conference will be held on Friday, March 5, 2021 at 11:00 am local time. All prospective bidders are strongly encouraged to attend. The Pre-Bid meeting will be held at the project site: Lake County Government Center – Building ‘C’ Sheriff’s Department, 2293 N. Main St., Crown Point, Indiana 46307. Enter through door J-2 and you will be escorted to the area of work.

Representatives of the Owner and Architect will be present to discuss construction sequence, bidding requirements, Contractor work and storage areas, and requirements for Contractor’s personnel.
