REQUEST FOR PROPOSALS FOR GUARANTEED ENERGY SAVINGS PROJECT Notice is hereby given that the Pottsville Area School District will receive sealed proposals for a guaranteed energy savings contract until February 22, 2023 at 2:00 pm local prevailing time, at the District’s administrative office, Howard S. Fernsler Academic Center, to the attention of and located at: Sarah E. Yoder, Ed.D. Superintendent POTTSVILLE AREA SCHOOL DISTRICT Howard S. Fernsler Academic Center 1501 West Laurel Boulevard Pottsville, PA 17901 At time of opening, the proposals will be acknowledged, but will not be read aloud nor any prices, etc. disclosed. Proposals received after the receipt deadline will not be accepted. Proposals will be held in strict confidence until reviewed and a contractor selected. Upon review of proposals and award of contract, proposals will become public knowledge to anyone who submits a request. A MANDATORY pre-bid conference, to tour the District facilities, will be held on Wednesday, February 8, 2023, at 10:00 A.M., local prevailing time, at the Pottsville Area School District administrative office, located in the Howard S. Fernsler Academic Center, 1501 Laurel Boulevard, Pottsville, PA 17901. All bidders are required to attend the conference. Representatives of the School District and Levkulic Associates will be in attendance. Digital bidding documents may be examined and secured at the office of the Design Professional. The Design Professional of record is Levkulic Associates, Union Street Station, 101 East Union Street, Pottsville, PA 17901, Telephone: (570) 628-2887. E-mail: jel@levkulicgroup.com. Requests for Bid Documents can be completed on-line (www.levkulicgroup.com), with the following information contained thereon: 1) Specific Bid Document(s) requested (Contract Name, Description, etc.), 2) Bidders name, complete street address and contact person, 3) Bidders telephone number, fax number and e-mail address. Bid package will be distributed electronically. All interested Bidders will be required to pay a non-refundable service fee, in check form or credit card, in the amount of thirty dollars ($30.00), payable to Levkulic Associates, for each set of digital bidding documents. Only complete bid packages will be issued by the Design Professional. Bid packages will only be issued in digital format. Addenda, if any, will be issued only to those persons whose name and address are on record with the Design Professional as having obtained the Contract Documents. All proposals shall be irrevocable for a period of ninety (90) days after the bid opening date, for the purposes of reviewing the proposals and investigating the qualifications of Bidders, prior to awarding the contract. The proposals will be to save energy and reduce operating costs at selected building(s) in the District, and to address maintenance, space and utility uses in its facilities with the focus on the projects as directed by the District. This project may be combined with other non-energy-related projects to be delivered by other project delivery methods, including hybrid project delivery methods. Responders will need to show that they can coordinate between projects and provide value to the District with this project delivery method. The District will direct the selected ESCO as to the buildings to be investigated; the ESCO may be limited to as few as one facility and narrowed project scopes, as directed by the District. Proposals must be submitted in the format required by the request for proposal, and must comply with all applicable minimum qualifications, laws and regulations. Subsequent to receipt and review of the proposals, interviews may be conducted with the responsible offerors who submitted proposals. The District reserves the right to select for contract negotiations, the responsible offeror whose proposals are determined to be most advantageous to the District. The request for proposals may be canceled or any or all proposals may be rejected, in whole or in part, when the District determines that it is in their best interest to do so. For all those firms interested in submitting proposals, attention is directed to the Commonwealth of Pennsylvania’s Guaranteed Energy Savings Act (62 Pa. CSA §§3751 et seq.). All proposed energy performance contracts and other financing arrangements proposed must be capable of being implemented under the laws and regulations of the Commonwealth of Pennsylvania. This project is subject to Davis Bacon Prevailing Wage rates, bound within the Contract Documents. In addition, respondents should note that this project may utilize funding from the Elementary and Secondary School Emergency Relief (ESSER) Fund which carries additional Federal requirements as described in the RFP.
