REQUEST FOR PROPOSALS(RFP) Proposals will be received by the County of Northumberland at the Office of the Northumberland County Controller, Mr. Chris Grayson, 399 Stadium Drive, Sunbury, PA 17801 for Home Heating System Repair and Replacement Work for the Northumberland County Weatherization Program. Proposals will be received until 10:00 a.m. prevailing time on Thursday, September 16, 2021 and publicly opened in the Northumberland County Administration Building at 10:30 a.m. that same day. All proposals must include a guaranteed installation and work completion time of two weeks for non-emergency work and 48 hours for emergency work (18 hours if it is a life-threatening situation). All Proposals will be held firm for the time period of October 1, 2021 to September 30, 2022 as funding is available. A list of Specifications and Instruction to Bidders may be obtained at the Office of Northumberland County Weatherization, from 8:00 a.m. to 3:00 p.m., Monday thru Friday (570-644-4470), may be requested by sending an email to pamela.bollinger@norrycopa.net, or by visiting www.norrycopa.net. All Proposals must be submitted on the Bid Sheets included in the Instruction to Bidders. Northumberland County reserves the right to reject any or all proposals or parts thereof and to waive technicalities as it deems best in the interest of the County of Northumberland. Proposals may be held by the County of Northumberland for a period not to exceed sixty (60) days from the date of opening of proposals for the purpose of reviewing the proposals and investigating the qualifications of the Bidders, prior to awarding of the contract at a Commissioner’s public meeting. Services include all necessary labor, materials, and other services by the Weatherization Department. Locations will vary throughout Northumberland County as clients are approved. The contracting period will run until approximately September of 2022 or as funding permits. These projects will be funded by the DOE, LIHEAP CRISIS, LIHEAP STANDARD Clean & Tune, and LIHEAP Standard funding programs as Economic Development. Clients will be interviewed and approved by the vendor(s) by the Weatherization Department. Proposals that are faxed or emailed to Northumberland County cannot be accepted.
