Turner Construction Company REQUEST FOR PROPOSAL For Wakeman Boys & Girls Club Madison Avenue Center Bridgeport, Connecticut Issue Date: 09/22/21 Submission Due Date and Time: 10/13/21 at 12:00 noon Turner Construction Company is currently soliciting bids for The Wakeman Boys & Girls Club Madison Avenue Project. The project includes a 44,000 gsf facility for the Wakeman Boys & Girls Club. The two-story South portion of the building, contains primary assembly spaces including daycare, learning center on the first floor and a partial area of the second floor; and the one-story North portion will house a Gymnasium. The remaining second floor area will be shell space for a future tenant fit-out. A conventional reinforced concrete foundation will support a pre-engineered building consisting of structural steel frame and pre-fabricated exterior metal panels. The Gym portion will partially employ a masonry cavity wall system at the building base. Elevated floor slabs are comprised of light weight reinforced concrete over a composite metal deck. The building has low sloped roof systems comprised of EPDM roof membrane systems over rigid insulation at portions of the South Building. The North Gym and remainder of the South Building is roofed with metal panels supplied and installed by the Pre-Engineered Building Manufacturer (PEBM). All Bidders are required comply with the CHRO and City of Bridgeport requirements for SBE/MBE utilization, other than those bid packages designated as 100% Set Aside OR excluded (refer to the Invitation to Bid for list). CHRO Goals: Contractors are advised that they must award a minimum of thirty percent (30%) of the value of their awarded contracts to certified SBE’s; and of that amount, a minimum of One Third (Thirty-Three Percent (33%) which amounts to 10% of the total award) must be awarded to SBE’s who are also MBE’s (which includes ethnic minorities, WBE’s and DisBE’s) per State of Connecticut S/MBE requirements. The subcontractors are responsible for ensuring that they and the SBE firms they have selected are eligible subcontractors and that they meet State of Connecticut SBE and MBE requirements. City of Bridgeport Goals: Contractors are advised that they must award a minimum of thirty percent (30%) of the value of their awarded contracts to certified MBE’s; and of that amount, a minimum of One Half (Fifteen Percent (15%) of the total award) must be awarded to MBE’s and a minimum of One Half (Fifteen Percent (15%) of the total award) must be awarded to WBE’s who are also MBE’s (which includes ethnic minorities, WBE’s and DisBE’s) per State of Connecticut S/MBE requirements and the City of Bridgeport. There will be a virtual Small Business Subcontractor Outreach Event open to all interested small (SBE) and minority business enterprises (MBE) with a current and valid S/M/W/DisBE certification by the State of Connecticut Department of Administrative Services (DAS).
