ADVERTISEMENT FOR BIDS

Notice is hereby given that the City of East Chicago, Indiana will receive sealed Bids for the Resurfacing of 129th Street from Dickey Place to the roundabout and Dickey Road from the roundabout to Michigan Avenue until February 23, 2023 at 4:00 PM at the City Engineers Office second floor, 4525 Indianapolis Blvd., East Chicago, IN 46312, and then will be publicly opened and read aloud at 4:30 PM, in the City Hall Council Chambers located at 4525 Indianapolis Blvd., East Chicago, IN 46312. Any bids received later than the above time will be returned unopened.

DESCRIPTION OF WORK: This work shall include, but is not limited to, street light installation, pavement milling, subbase repair, concrete curb repairs, sidewalk and curb ramp removal and replacement, asphalt paving, and striping.

COMPLETION OF WORK: The work shall be completed by October 31, 2023.

BID DOCUMENTS: Plans, Specifications, and Plan Documents are available for examination at the City Engineers office, second floor, 4525 Indianapolis Blvd., East Chicago, IN 46312. Electronic copies of the Plans, Specifications, and Plan Documents may be obtained from Reprographic Arts Online Planroom (www.raplanroom.com). A set consists of a set of plans and a set of specifications and bidding documents in electronic PDF format. Bids shall be properly and completely executed on bid forms contained in the Contract Documents.

Bidders must be experienced in the construction of the type of facilities to be constructed under the contract for which a bid is submitted.

No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The City of East Chicago reserves the right to retain any and all bids for a period of not more than 60 days and said bids shall remain in full force and effect during said time. The City of East Chicago further reserves the right to waive informalities and to award the contract to any Bidder all to the advantage of the City of East Chicago or to reject any and all bids.

BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier’s check, made payable to the City of East Chicago or an acceptable Bid Bond in the amount not less than five percent (5%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana.

BONDS: Performance and Labor and Material Bonds, each in the amount of one hundred percent (100%) of the Contract price will be required.

INDIANA REQUIREMENT: Standard Indiana Form 96 (Revised 2009) which includes non-collusion affidavit will be required.

LOCAL REQUIREMENTS: Each bidder shall complete Financial Questionnaire and provide Financial Statement as well as Indiana’s Illegal Immigration Law, all to be submitted with their bid.

Each successful bidder and any and all levels of subcontractors, regardless of tier, as a condition of being awarded a contract or subcontract, will agree to abide by the provisions of the City of East Chicago Bid and Award Criteria, the EEO Policy, the local residency hiring ordinance.
