Bid Documents for Construction of the 365 Tollway Project Segments 1 and 2 (365 Toll) may be obtained from the HCRMA website at no expense via a CivCAST project listing that will be published to http://www.hcrma.net/bids.html. The 365 Toll project is for the construction of a 12.2 mile tolled facility from 0.58 miles west of FM 396 (Anzalduas Highway) to 0.07 mile north of US 281 (Military Highway) at its intersection with San Juan Road. Project is inclusive of thirteen (13) grade-separated interchanges and one floodway bridge structure; USIBWC levee relocations; and roadway work consisting of: grading, cement treated flexible base, lime treated subgrade, asphaltic concrete pavement, continuously reinforced concrete pavement, retaining walls, culverts, reinforced concrete pipe, drainage appurtenances, irrigation structures, irrigation appurtenances, traffic signals, illumination, signing, pavement markings, toll gantries, toll equipment, fiber optic network, CCTV cameras, vehicle detection system, Bluetooth, dynamic message signs, wireless antennas, ITS poles and cabinets, ground boxes and conduit, etc.
Electronic bids via CivCast will be received by the HCRMA, until 3:00 P.M. C.S.T., Wednesday, October 13, 2021. Bids will be opened and read aloud at the HCRMA Offices at 203 W. Newcombe Ave, Pharr, Texas 78577 at 3:05 P.M. C.S.T. on deadline due date. Bids received after the previous mentioned date and time will not be considered and will be rejected. The HCRMA reserves the right to accept or reject all or any part of any bid; hold all bids for 120 days from due date of receipt without actions, waive minor technicalities, require statements or evidence of bidder’s qualifications, including financial statements, and award the lowest responsive and responsible bidder. Acceptance will be based on low bid of a responsive and responsible contractor that is currently prequalified to do construction work with TxDOT. Award of bid shall be subject to a final contract award by the HCRMA Board of Directors.
