PROJECT: Doris Morrison Learning Center Access Roadway and Utilities

NATURE OF THE PROJECT: This Public Works Project is for the construction of approximately 1,700 LF of 24″”‘ wide driveway, 150 LF of 6″”” gravity sewer line, 1,150 LF of 2″”” HDPE force main sewer, 1,300 LF of 6″”” water main, electrical and telecommunications service and all associated appurtenances for the access roadway and utilities to serve the Doris Morrison Learning Center; and other related work.

The Project lies to the west of Henry Road south of 11th Avenue near the alignment of 15th avenue.

CLOSING DATE & TIME: August 11, 2021 at 11:00 AM (local time)

ELECTRONIC PROPOSAL SUBMITTAL: Proposals shall be submitted electronically through the Public Purchase website. Proposals delivered by hand fax, telephone or email or any postal carrier will not be accepted. Bidders must be registered with PublicPurchase.com. Register as early as possible and do not wait until the due date as the registration process may take up to 24 hours to complete. Electronic submittal shall be limited to the documents specified in the Contract Documents and shall not include additional brochures, booklets or other sales material that are not specifically requested.

Spokane County cannot guarantee internet access. It is strongly recommended that Bidders respond 24 hours prior to the proposal closing date and time for submittal.

Spokane County is unable to verify if a proposal has been successfully uploaded in Public Purchase. The Public Purchase system places all proposals into a virtual lock box where they cannot be viewed by the County until after the due date and time. Bidders can check their proposal by returning to the home page of Public Purchase. The proposal will be shown in the “””Bids Responding To””” section. DO NOT EMAIL A COPY OF YOUR PROPOSAL TO THE COUNTY.

The Public Purchase website will not allow proposals to be uploaded after the due date and time established. Bidders accept all risks for uploading their proposal by the due date and time for submittal.
If a Bidder uploads a file to Public Purchase, it is the Bidders responsibility to ensure the file is not corrupt or damaged. If the County is unable to open an attachment because it is damaged, corrupt, infected, etc., the County may disqualify the Bidders proposal.

PACKAGING: Submit one (1) Electronic copy (Word or searchable PDF)

DELIVERY: Submittals must be received on the day, date, time and location stipulated. Submittals cannot be downloaded to the Public Purchase website after the deadline and will thus be rejected as non-responsive.

SUBMITTAL DEADLINE: It is the sole responsibility of the respondent to ensure that their submittal is in the possession of the Spokane County Purchasing Department by the appointed date and time. Spokane County shall assume no responsibility for any delay in U.S., County, or any other online service resulting in a submittal being received late by the Purchasing Department.

PUBLIC BID OPENING: The bid opening will be held by conference call. Those wishing to witness the bid opening for this project may call in on the designated date and time for the bid opening. The conference call-in number is 509-703-4418, Access Code 613317641#. All other bid opening procedures specified in the Contract Documents will be followed.

Those calling in may call up to 15 minutes prior to the bid opening time. Callers should follow the instructions provided when calling in. If a caller has difficulty reaching the conference call in numbers, they may call: 509-477-2307 for further instructions. After the 11:00 A.M. online bid deadline, bids will be opened and read aloud at 11:30 A.M. Public Purchase locks the project and will not accept bids after the 11:00 A.M. deadline. Bids delivered after the 11:00 A.M. deadline may be rejected as non-responsive.

A PRE-BID CONFERENCE is not scheduled at this time. There is no pre-bid site meeting. The work site is open. Bidders are to submit all questions through the Public Purchase website. For technical information and administrative questions, please submit questions and inquiries to Public Purchase within the bid project web page. All questions must be received by 5:00 p.m. on the Thursday prior to bid opening to receive a response.

CONTRACT DOCUMENTS are available for viewing and downloading on the Public Purchase website. The Planholders list is available per request with the Contract Facilitator via Public Purchase.
