The Harrisburg Housing Authority will receive sealed bids for HHA – Hillside Village – Smith Homes, Roof Replacement & Exterior Upgrades; the project is located at N 12th Street & Reilly Road (Hillside Village) and South Cameron and Calder Streets (Smith Homes) in Harrisburg, Pennsylvania. Contract 2021-04 – General Construction Contract – Hillside Village

Contract 2021-05 – General Construction Contract – MW Smith Homes

Note that the project is to be performed as one General Construction contract, but has two separate contract numbers for administrative purposes.

The project will include roof replacement immediately starting in September, 2021 with additional roof replacement and exterior upgrades scope of work to start in the Spring of 2022.

All interested parties in this project must register as a vendor by visiting our website www.harrisburghousing.org. Follow vendor registration link to the e-procurement website, the Housing Agency Marketplace.

Project Documents are available electronically at no charge. Project Documents may be viewed at the office of the Architect: KD3 Design Studio, 426 South Third Street, Suite 101, Lemoyne, PA 17043; by appointment, call 717-920-2282 to arrange an appointment.

A Pre-Bid Conference will be held on Wednesday August 11 at 9 am at the William Howard Day Homes Community Room located at Community Drive in Harrisburg. Contractors will be able to review the existing buildings and current conditions after the pre-bid meeting.

All Bidders must adhere to the provisions for equal employment opportunity and payment of not less than the minimum Davis Bacon Wage Determination, as set forth in the documents.

HHA strongly supports equal opportunity in competitive contracting, as well. HHA is requiring a 30% presumptive objective for MBE/WBE participation for all contracts.

The Authority reserves the right to reject any or all bids, or to waive informalities in the bidding.

A bid guarantee is required of at least 5% of the bid. No bid shall be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the consent of the Harrisburg Housing Authority.

All questions and requests for information about the content of the documents shall be directed, in writing, to Lori Shope via the Housing Agency Marketplace website no later than 2 p.m. Tuesday August 24, 2021.
