NOTICE TO BIDDERS

Sealed bids will be received by the Hammond Port Authority, 701 Casino Center Drive, Hammond, Indiana, 46320 until 2:00 pm local time, Wednesday, February 3, 2021 and then will be publicly opened and read aloud regarding the City of Hammond Marina V Dock Replacement project listed below. Any bids received later than the above time will be returned unopened.
DESCRIPTION OF WORK: This work shall include, but is not limited to, design, fabricate, furnish and install all materials necessary and perform all operations required for a complete, fully functional and operational anchored floating pier system per the drawings and specifications in the City of Hammond, Lake County, Indiana. COMPLETION DATE: This work shall be completed by July 15, 2021
BID DOCUMENTS: Plans, Specifications and Plan Documents are available for examination in the office of the Hammond Port Authority, 701 Casino Center Drive, Hammond, IN 46320. Electronic copies of the Plans, Specifications and Plan Documents may be obtained at the office of Owner at no cost. A set consists of a set of plans and a set of specifications and bidding documents in electronic PDF format. Bids shall be properly and completely executed on bid forms contained in the Contract Documents.
All Bidders must be properly licensed in the City of Hammond at the time bids are received. Contractors may contact the Hammond Building Inspections Department to inquire on General Contractor and Subcontractors licensing and requirements, at 219.853.6316 or the Hammond website, www.gohammond.com Inspections Department for applications.
Please note that the Hammond Contracting Board only meets once per month, at the first Monday of every month at 6:00 pm in the Inspection Department Conference Room. The deadline for submitting an application and required information for a Hammond License is one week prior to the meeting. For this bid, the next deadline to submit an application is January 25, 2021 and then corresponding meeting date is February 1, 2021.
No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The Hammond Port Authority reserves the right to retain any and all bids for a period of not more than 60 days, and said bids shall remain in full force and effect during said time. The Hammond Port Authority further reserves the right to waive informalities and to award the contract to any Bidder all to the advantage of the Hammond Port Authority or to reject all bids.
A Pre-Bid Conference is set for Tuesday, January 26, 2021 at 10:00 am at the Hammond Port Authority, 701 Casino Center Drive, Hammond, Indiana for this project. Interested parties should contact the Hammond Port Authority at 219-659-7678 for access to the site.
BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier’s check made payable to the Hammond Port Authority or an acceptable Bid Bond in an amount not less than five percent (5%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana. BONDS: A performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price will be required.
INDIANA REQUIREMENT: Standard Indiana Form 96 (Revised 2013) which includes non-collusion affidavit will be required.
Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made.
