REQUEST FOR PROPOSALS FOR CONSULTING SERVICES

2022 – 2026 Consolidated Plan, 2022 One Year Action Plan & Analysis

of Impediments to Fair Housing

Dauphin County Department of Community and Economic Development is soliciting proposals with a cost from qualified firms or individuals to assist the County with the preparation of its 2022-2026 Consolidated Plan, 2022 One-Year Action Plan including a Housing Needs Assessment and Housing Market Analysis to meet the regulatory requirements of the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan is submitted to HUD every five years and must follow HUD regulations and guidelines.

The selected consulting firm will be expected to coordinate and prepare all phases of the Consolidated Plan process with the County including all tasks related to initial document preparation and required document revision following HUD review, until such time as HUD grants final approval of the Dauphin County Five-Year Consolidated Plan and One-Year Action Plan.

Each proposal must be submitted in a sealed envelope. The outside of the envelope must be marked: SEALED PROPOSAL FOR DUPHIN COUNTY FIVE-YEAR CONSOLIDATED PLAN.

SEALED proposals will be received by the Dauphin County Department of Community & Economic Development at 3211 North Front Street, Suite 301-C, Harrisburg, PA 17110 by 4:30 pm local time on Friday, May 28, 2021. The proposals must be postmarked or hand-delivered by this deadline. The County expects to award a contract no later than June 30th, 2021.

Dauphin County reserves the right to accept or reject any or all proposals or parts thereof and to award a contract as determined to serve the County’s best interest. The successful vendor will be asked to negotiate and execute a written contract with the County.
