NOTICE TO BIDDERS

Sealed bids will be received by the City of Hammond Board of Public Works and Safety, 5925 Calumet Ave., Hammond, Indiana, 46320 until 9:00 a.m., Thursday, March 2, 2023 and then will be publicly opened and read aloud regarding the State Line Ave. Closure project listed below. Any bids received later than the above time will be returned unopened.

DESCRIPTION OF WORK: This work shall include, but is not limited to, closure of the street approaches at the intersections of Cleveland St., Kenwood St., Wildwood Rd. and Detroit Street on the East side of State Line Ave. This work will involve the removal of existing pavement through the aggregate base, curb / curb & gutter. The removal areas are to be backfilled with borrow and topsoil with nursery sod and 6-foot arborvitaes trees. New curb / curb & gutter, sidewalk, curb ramp and drainage structures will be required. Pipe style gates are to be included at the alleys North and South of Detroit St. in the City of Hammond, Lake County, Indiana.

COMPLETION DATE: This work shall be completed by July 31, 2023. No concrete sidewalk, ADA ramp, concrete pavement (drive / approach) or curb / curb & gutter shall be placed between November 1, 2022 and April 1, 2023.

BID DOCUMENTS: Plans, Specifications and Plan Documents are available for examination in the office of the City Engineer of Hammond, Indiana and the Office of First Group Engineering, Inc. 5925 Lakeside Blvd., Indianapolis, IN. 46278 — Phone 317-290-9549. Electronic copies of the Plans, Specifications and Plan Documents may be obtained at the office of the Office of First Group Engineering, Inc. 5925 Lakeside Blvd., Indianapolis, IN. 46278 — Phone 317-290-9549 upon a non-refundable payment of $100.00 per set payable to the First Group Engineering, Inc. A set consists of a set of plans and a set of specifications and bidding documents on a CD in electronic PDF format. Bids shall be properly and completely executed on bid forms contained in the Contract Documents.

All Bidders must be properly licensed in the City of Hammond at the time bids are received. Contractors may contact the Hammond Building Inspections Department to inquire on General Contractor and Sub¬contractors licensing and requirements, at 219.853.6316 or the Hammond website, www.gohammond.com Inspections Department for applications.

Please note that the Hammond Contracting Board only meets once per month, at the first Monday of every month at 6:00 pm in the Inspection Department Conference Room. The deadline for submitting an application and required information for a Hammond License is one week prior to the meeting. For this bid, the next deadline to submit an application is February 27, 2023 and then corresponding meeting date is March 6, 2023.

All Bidders must comply with Hammond Ordinance No. 9519 related to Responsible Bidding Practices that requires all Bidders to become prequalified by the City of Hammond Building Commissioner prior to submitting a Bid for Public Works for the City of Hammond. No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The City of Hammond Board of Public Works and Safety reserves the right to retain any and all bids for a period of not more than 60 days, and said bids shall remain in full force and effect during said time. The City of Hammond Board of Public Works and Safety further reserves the right to waive informalities and to award the

contract to any Bidder all to the advantage of the City of Hammond Board of Public Works and Safety or to reject all bids.

A Pre-Bid Conference will not be held.

BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier’s check made payable to the City of Hammond or an acceptable Bid Bond in an amount not less than five percent (5%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana.

BONDS: A performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price will be required.

INDIANA REQUIREMENT: Standard Indiana Form 96 (Revised 2013) which includes non-collusion affidavit will be required.

Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made.

Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and each bidder must conform with the anti¬discrimination provisions of IC 5-16-6. An Affirmative Action Statement must be submitted at time of bid.
