NOTICE TO BID Sealed proposals for the Lackawanna Trail Wellness and Recreation Center will be received by the Lackawanna Trail School District, 179 College Avenue, Factoryville, PA 18419 until 12:00 PM prevailing local time on April 8, 2022. In addition to the original signed bid, bidder shall submit 5 copies of their bid proposal. Bid Proposal shall be irrevocable for a period of sixty (60) days after the scheduled closing time for receiving Bids. Bid Proposals will be publicly opened and read aloud at 1:00 PM on April 8th, at 179 College Avenue, Factoryville, PA 18419 in the Board Room. The Project will be bid as a Single Prime Contract. The work under the above Contract shall commence no later than June 23, 2022 and shall be substantially completed no later than May 1, 2023 It is the responsibility of the Contractor to supply the necessary manpower, materials and equipment to complete all Work in accordance with the above time schedule and the Lump Sum Price shall be based on the Contractor manning the Work to meet this schedule. Documents will be available from Steamtown Blueprint, 308 Penn Ave., Scranton, PA for the cost of reproduction (570-961-1315). Proposal Guarantee in the amount of ten percent (10%) of the Bid must accompany each bid in accordance with the Instructions to Bidders. Performance and Payment Bond equal to the full amount of the Contract price shall be provided by the successful Contractor. The Bonds shall be maintained in full force for a period of twelve (12) months after the date of Final Payment. The above General Outline of the principal features does not in any way limit the responsibility of the Contractor to perform all Work and furnish all labor, materials and equipment required by the Contract Documents. The Owner reserves the right to reject any or all bids. A Pre-Bid Conference to discuss the project generally will be held on March 24, 2022 at 10:00am at site. This project is in part funded through the Redevelopment Assistance Capital Program (RACP), which is a Pennsylvania Commonwealth grant program administered by the Office of Budget (OB). The successful contractor must be familiar with and shall comply with the RACP “Key Compliance Guidelines” (Refer to the Supplementary General Conditions for the Key Compliance Guidelines inclusive of but not limited to Prevailing Wage Act requirements). Bidders shall submit evidence with their bid proposal that they are qualified to and can complete the project under the conditions and requirements of the RACP grant.
