REQUEST FOR COMPETITIVE SEALED PROPOSALS
Solicitation Type and Name: Competitive Sealed Proposals (CSP) for Quinta Mazatlán Park and Ride & Quinta Mazatlán World Birding Center.
Solicitation Number: 02-22-C09-472
Summary of Work: Scope of work consists of a new Park and Ride along with a new administration and educational facility for Quinta Mazatlán Project location is 600 Sunset Drive, McAllen, TX.
Proposal Opening: Sealed electronic Proposals addressed to Mr. Roel Roy Rodriguez P.E., City Manager will be received until Thursday, February 17, 2022 at 4:00 PM, Central Standard Time (CST) at which time they shall be unlocked in a public meeting to be held in Conference Room 2A (2nd Floor) of McAllen City Hall. The names of company(ies) responding shall be announced. All Proposal responses are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com, on or before the aforementioned date and time. Original, hard copy, and/or late Proposals shall not be accepted.
Pre-Submittal Conference: A Pre-Proposal Conference will be held Thursday, February 03, 2022 at 11:00 am (CST) in Conference Room 2A (2nd floor) of McAllen City Hall, 1300 Houston Ave, McAllen, TX. All prospective Respondents are encouraged to be in attendance.
Evaluation Criteria and Award of Contract
In determining best value for the City, the City Commission is not restricted to considering price alone, but may consider areas such as:   Proposed price, reputation of respondent, quality and extent of  respondents goods or services meeting the City’s needs – based on a Contractor’s Qualifications Statement, qualification of proposed subcontractors, the respondents past performance and any other relevant factor(s) as outlined in the solicitation documents – Instructions to Respondents under the area entitled Evaluation Criteria, Paragraph 38.
In determining the project costs the City of McAllen reserves the right to consider the lowest total proposal calculated as the Base price plus or minus the sum of any or all Add and/or Deductive Alternates as may be selected by the City of McAllen. The City Commission shall select the offer that proposes the best value to the City based on the published evaluation criteria and values submitted.
To view this solicitation, access Plans and Specifications, and submit a Proposal response, you must first register in the City’s Bidding portal at https://mcallen.procureware.com. Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form. Potential Respondents are asked to post their questions on our Bidding portal under the tab labeled Clarifications under the relative project number.
A Respondent’s Bond from a reliable surety company licensed to operate in the State of Texas or certified Cashier’s Check, (Proposal Security) payable without recourse to the City of McAllen, for the amount of not less than five percent (5%) of the total Proposal shall be submitted via a sealed envelope as a guaranty that if awarded the contract, the Respondent will enter into a contract with the City of McAllen. The Respondent’s Proposal security shall be submitted before the above-mentioned electronic Proposal opening date and time. Failure to submit the Proposal security shall be grounds for disqualification.
Original Proposal Security shall be delivered in a sealed envelope and clearly marked as follows: PROPOSAL SECURITY FOR PROJECT NO. 02-22-C09-472 QUINTA MAZATLAN PARK AND RIDE & QUINTA MAZATLAN WORLD BIRDING CENTER

The City of McAllen reserves the right to refuse and reject any or all Proposals and to waive any or all formalities or technicalities, or to accept the Proposal considered the best value to the City, and to hold the Proposals for a period of one hundred twenty (120) days without taking action.
WAGE RATES
This project is to be financed with Federal Transit Administration (FTA) Funds and the Davis-Bacon Act will apply. Minimum labor rates as established by the Secretary of Labor shall apply and a schedule of labor classification and wage rates to be paid as published in the Federal Register are included to the specifications and will be made a part of the contract.
DBE POLICY:
The proposed project is financed in part by Federal funds. It is the policy of the Department of Transportation (DOT) that minority business enterprises as defined in 49 CFR Part 26 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.
